NAGPRA anticipates the possibility that more than one group will assert claims to cultural objects. NAGPRA does not, however, anticipate the likely possibility of intra-group disagreement. In our talk, we address this question. We argue while intra-group disagreement is largely a matter to be resolved within the group, considerations of fair group procedures also need to be addressed.
